Cliff fight may knock out December rally

NEW YORK (Reuters) - In normal times, next week's slew of U.S. economic data could be a springboard for a December rally in the stock market.

December is historically a strong month for markets. The S&P 500 has risen 16 times in the past 20 years during the month.

But the market hasn't been operating under normal circumstances since November 7 when a day after the U.S. election, investors' focus shifted squarely to the looming "fiscal cliff."

Investors are increasingly nervous about the ability of lawmakers to undo the $600 billion in tax increases and spending cuts that are set to begin in January; those changes, if they go into effect, could send the U.S. economy into a recession.

A string of economic indicators next week, which includes a key reading of the manufacturing sector on Monday, culminates with the November jobs report on Friday.

But the impact of those economic reports could be muted. Distortions in the data caused by Superstorm Sandy are discounted.

The spotlight will be more firmly on signs from Washington that politicians can settle their differences on how to avoid the fiscal cliff.

"We have a week with a lot of economic data, and obviously most of the economic data is going to reflect the effects of Sandy, and that might be a little bit negative for the market next week, but most of that is already expected - the main focus remains the fiscal cliff," said Peter Cardillo, chief market economist at Rockwell Global Capital in New York.

Concerns about the cliff sent the S&P 500 <.spx> into a two-week decline after the elections, dropping as much as 5.3 percent, only to rally back nearly 4 percent as the initial tone of talks offered hope that a compromise could be reached and investors snapped up stocks that were viewed as undervalued.

On Wednesday, the S&P 500 gained more than 20 points from its intraday low after House Speaker John Boehner said he was optimistic that a budget deal to avoid big spending cuts and tax hikes could be worked out. The next day, more pessimistic comments from Boehner, an Ohio Republican, briefly wiped out the day's gains in stocks.

On Friday, the sharp divide between the Democrats and the Republicans on taxes and spending was evident in comments from President Barack Obama, who favors raising taxes on the wealthy, and Boehner, the top Republican in Congress, who said Obama's plan was the wrong approach and declared that the talks had reached a stalemate.

"It's unusual to end up with one variable in this industry, it's unusual to have a single bullet that is the causal factor effect, and you are sitting here for the next maybe two weeks or more, on that kind of condition," said Sandy Lincoln, chief market strategist at BMO Asset Management U.S. in Chicago.

"And that is what is grabbing the markets."

BE CONTRARY AND MAKE MERRY

But investor attitudes and seasonality could also help spur a rally for the final month of the year.

The most recent survey by the American Association of Individual Investors reflected investor caution about the cliff. Although bullish sentiment rose above 40 percent for the first time since August 23, bearish sentiment remained above its historical average of 30.5 percent for the 14th straight week.

December is a critical month for retailers such as Target Corp and Macy's Inc . They saw monthly retail sales results dented by Sandy, although the start of the holiday shopping season fared better.

With consumer spending making up roughly 70 percent of the U.S. economy, a solid showing for retailers during the holiday season could help fuel any gains.

Ryan Detrick, senior technical strategist at Schaeffer's Investment Research in Cincinnati, believes the recent drop after the election could be a market bottom, with sentiment leaving stocks poised for a December rally.

"The concerns on the fiscal cliff - as valid as they might be - could be overblown. When you look at a lot of the overriding sentiment, that has gotten extremely negative," said Detrick.

"From that contrarian point of view with the historically bullish time frame of December, we once again could be setting ourselves up for a pretty nice end-of-year rally, based on lowered expectations."

SOME FEEL THE BIG CHILL

Others view the fiscal cliff as such an unusual event that any historical comparisons should be thrown out the window, with a rally unlikely because of a lack of confidence in Washington to reach an agreement and the economic hit caused by Sandy.

"History doesn't matter. You're dealing with an extraordinary set of circumstances that could very well end up in the U.S. economy going into a recession," said Phil Orlando, chief equity market strategist at Federated Investors in New York.

"And the likelihood of that is exclusively in the hands of our elected officials in Washington. They could absolutely drag us into a completely voluntary recession."

Pandora Vs. The Artists: A Compromise To Save ... - Dotted Music

AAn open letter to Pandora & the Artists, and the foundation for a dialogue on compromise.

Pandora formed a partnership with the artists, when they were still a collective of entrepreneurly minded music theorists. Now Pandora is publicly traded and pressure to hit quarterly goals and grow the business is higher than ever. Pandora?s business relies heavily on audio ads, as it is the only fully scalable business model available due to unconnected experience of radio. Audio ads are difficult to monetize, however. Pandora?s current model features ads for companies like Lexus or Target. These audio ads are largely viewed as bothersome, on the basis that many people think they disrupt the listening flow with foreign and irrelevant information. Audio ads, therefore, cannot be aired very often without losing loyal customers. This creates a problem, how can Pandora increase revenue to keep their shareholders happy, yet still maintain a healthy and favorable partnership with the artists? Before we talk compromise, lets analyze a few of the Artist?s most pressing problems and the grounds for their unified protest.

The music industry has been in decline since Napster arrived in 1999. It is an entirely new landscape since the digitization of music. U2?s manager claimed, in an article for GQ, that 95% of music is stolen. This is a sobering reality for artists and labels. With music sales stifled by pirating, artists rely heavily on touring to supplement their income. Funding partners are spending less money on promo with little hopes of recouping and even less hopes of a return on their investment without their primary source of revenue, music sales. The result is a drastic decline in the overall marketing reach for new music, concerts, and other merchandise. In addition, the principal marketing funnel through traditional radio has lost ground to on demand iPods, smart phones and online streaming. Without this important funnel, it is harder than ever to market music. With such a small economic foothold, it is not hard to imagine why the artists have unified to protest lower Internet radio royalties. What if Pandora could solve a marketing problem for the music industry, help them increase revenue, and increase their own bottom line in the mean time? Let?s talk compromise?

What if Pandora raised the white flag on royalties, and instead launched a new business model that fills a huge marketing gap for the artists? Since Pandora has to rely on audio ads, why not sell them to the artists (for a reasonable price and/or a reduced royalty rate). Users would welcome audio ads from the artists they like, allowing Pandora to play them more often. Let?s not forget, most of us would go see our favorite artists, when they came to town, if we knew they were coming. Sadly, I miss concerts all the time. They come and go without me ever knowing, and I imagine I?m not the only one. The same goes for new music. I rarely hear about new releases in time for the opening week. I?m usually a month or two behind, at least.

Pandora could allow artists to create short audio ads promoting each stop of their tour, and then target the ads geographically. They could also create short audio ads promoting upcoming music releases. The ads could run after their songs played in the tone of, ?Hi, this is Taylor Swift, thanks so much for listening to my music. I will be in your city on Dec 21st, don?t miss it!? or ?Hi this is Beyonc?, my new record drops January 15th. I?m really proud of it and I hope you like it!? Pandora could also link to retailers like Ticketmaster or iTunes while the ads play, help the artists drive sales and take a referral royalty for them. It?s a win/win. Pandora increases revenue and the artists gain a new marketing funnel targeted to their fans and in the cities they tour. Plus, the longtail of artists could buy ads on a price per play basis allowing them to independently market themselves.

In the end, the partnership between Pandora and the artists is important, and it needs to be nurtured. A mutually beneficial business model is the bridge to that end. The Pandora collective might have grown to the heights of Wall St., but their mission and culture should remain the same?

To enrich people?s lives by enabling them to enjoy music they like and discover music they?ll love? [and,] just as we [Pandora] value music we also hold deep respect for those who create it.

There is still money to be made in music if the marketing message had a better funnel. Could Internet radio be that new funnel? Use the comments to tell us (and Pandora) your thoughts! I?ve written before about my recent experience in a parenting class based on Positive Discipline (rather than authoritative or permissive parenting). And have I ever mentioned here how much I love David Simon?s HBO series The Wire and Treme (set in New Orleans)? Well, I found out why when I read Wired Magazine?s interview with Simon and he explained that he writes his shows for people who like to read stories in books (which is to say, stories that take 300-pages to relate rather than 40 minutes of TV). ?The interview is worth reading in its entirety for Simon?s thoughts on the significance of cities and the importance of telling stories over time.

I was also intrigued by NPR?s recent story about how kids learn in the east and in the west. Over here, we tend to think intelligence falls into our heads. Over there, they tend to think you work hard at it. Over here, we tend to value creativity. Over there, they score higher on science exams. We all have something to learn from one another.

Subatomic particles and fuzzy time

Subatomic particles don't care if time moves forward or backward ? it's all the same to them. But now physicists have found proof of one theorized exception to this rule.

Usually, time is symmetrical for particles, meaning events happen the same way if time progresses forward or backward. For example, a video of two particles colliding and scattering off each other can be played forward or backward, and makes sense either way. (That's not the case for macroscopic objects in the real world. You can spill a glass of milk on the floor, but if time were to move backward, the milk can't pick itself up and fall back into the glass.)

However, physicists thought there might be cases where time wasn't symmetrical for particles either ? where certain events worked with time flowing in one direction and not the other. Now, for the first time, they've found proof of this phenomenon.

Researchers working on the BaBar experiment, which ran from 1999 to 2008 at the SLAC National Accelerator Laboratory in California, analyzed nearly 10 years of data from billions of particle collisions. They now report that certain types of particles change into one another much more often in one direction than they do in the reverse, confirming that some particle processes have a preferred direction in time.

"It was exciting to design an experimental analysis that enabled us to observe, directly and unambiguously, the asymmetrical nature of time," BaBar collaborator Fernando Mart?nez-Vidal, a physicist at the University of Valencia in Spain who led the study, said in a statement. "This is a sophisticated analysis, the kind of experimental work that can only be done when an experiment is mature."

The particles in the experiment were B mesons, which are made of one quark and one antiquark (the antimatter partner of a quark) in the "bottom" flavor. B mesons can flip between two different states called B-zero and B-even, and the BaBar data show that these transformations happened six times more often in one direction than in the other.

Previous attempts to look for time asymmetry were not direct, because researchers were unable to disentangle time asymmetry from other asymmetries involving charge and parity (a particle characteristic akin to left- or right-handedness).

In the new study, scientists harnessed the power of quantum entanglement, in which two particles can be connected so that an action on one reflects in the other. Using this phenomenon, the scientists were able to measure one B meson and acquire information about another particle at the same time.

"In the past, a true test of time-reversal symmetry with unstable particles was considered to be impossible," said BaBar associate Jos? Bernab?u, also at the University of Valencia. "It's spectacular that the solution came from the same entanglement phenomenon used for quantum communication and computing."

The discovery was reported this month in the journal Physical Review Letters.

New hope for setback-dogged cancer treatment

ScienceDaily (Nov. 26, 2012) ? Several drugs companies have ineffectively tried to produce antibodies that bind to the IGF-1 receptor on the cell surface, which has a critical part to play in the development of cancer. Scientists at Karolinska Institutet in Sweden have now ascertained how these antibodies work, and can explain why only some cancer patients are helped by IGF-1 blockers during clinical tests. The researchers also present a means by which drugs of this kind could help more cancer patients.

Every cell contains thousands of tiny receptors that help it communicate with other cells. These receptors are involved in countless physiological processes, such as taste and smell perception and heart rate. A couple of dozen of these receptors form their own family -- the kinase receptors (RTKs), which are implicated in cancer. The so-called IGF-1 receptor is particularly important for cancer cell survival, and as soon as this receptor encounters the right hormone (type 1 insulin-like growth factor, or IGF-1) into the cancer cell open a number of communication channels, helping it to grow, rapidly divide and protect itself against treatment.

Blocking this receptor with an antibody that binds to it and makes it inaccessible to IGF-1 has long been regarded as the key to a potential cancer therapy, the idea being that it will eventually lead to the death of the tumour cell. Several drugs companies have therefore been developing such antibodies in order to treat the most aggressive forms of cancer, and after some promising laboratory tests, have tested a number of these preparations on patients. However, the drugs have generally given disappointing results and helped only a small minority of patients (including children with Ewing's sarcoma), leading some companies to discontinue clinical trials focusing on the IGF-1 receptor.

The Karolinska Institutet team has now systematically analysed the different IGF-1-related triggered communication channels within a cancer cell. Their results show that the original idea is correct and that such antibody treatment does actually stop the channels from opening, with one very important exception: the MEK channel was actually powerfully stimulated by the treatment -- the antibodies being as effective in this as the hormone itself -- and actively helped the cancer cells to survive.

"This gives us a credible explanation why the antibody trials for the IGF-1 receptor weren't as effective as had been hoped," says principal investigator Dr Leonard Girnita, docent of pathology at Karolinska Institutet's Department of Oncology-Pathology. "So it's too early to give up on the idea of treating cancer like this -- it's still a very good way of attacking the cancer, provided we can close this final communication channel. If we can do this, antibodies for the IGF-1 receptor are likely to form an effective treatment not only for Ewing's sarcoma in children but many other cancers as well."

Drugs that are used to close this channel in other forms of treatments are already available. The researchers believe that a combination therapy using such MEK inhibitors with IGF-1 blockers can be the key to releasing the potential of this therapy model.

"We've seen in the laboratory that cell lines treated in this way no longer manage to divide," says Dr Girnita. "When they die of old age there is no regrowth, so we've seen in the laboratory environment how cancer cells die out of their own accord."

Kevin McHale's daughter dies at 22

(AP) ? The daughter of Houston Rockets coach Kevin McHale has died at 22.

The death of Alexandra "Sasha" McHale was announced by the team Sunday. No other details were released.

Kevin McHale has been on leave since Nov. 10 to deal with what the team called a personal family matter.

Team owner Leslie Alexander said in a statement that he extends his "deepest condolences" over the loss of the McHales' "beautiful daughter." He called Kevin and wife Lynn "loving and dedicated parents who will need our continued support throughout this very difficult time." He said the "entire organization is mourning."

Kelvin Sampson has been the interim coach. There is no timetable for Kevin McHale's return.

If you're a savvy Black Friday shopper, you've studied the layout of the stores you want to shop days before the event. You've scouted out the most efficient way to get the items you want and get to the checkout line.

You may have even gone online to look at store layouts, which are even available on Google Maps. (Check it out with the store you're in, or click here to see the store then click on the marker and zoom in to see the layout of a Best Buy in Compton, Calif.)

But now that you're standing in line for checkout, does anything look different? Take a look around (that is, if you can see anything with all those 60-inch TVs sitting in people's shopping carts).

You may notice that the store looks less cluttered. Maybe the aisles are wider. ?That's what stores do when anticipating a rush of customers, such as on Black Friday. They tweak the store's layout.

Here's the tweaking jcpenney has done for Black Friday:

Along with holiday d?cor incorporating jcpenney?s?button campaign, each jcpenney store features a refreshed presentation this season:

  • Racks have less merchandise, are featured side-by-side and have been moved 18 inches away from the aisle, offering a cleaner and less cluttered presentation.
  • Color blocking is used across departments to create strong merchandise statements.
  • Brands and prices are prominently highlighted while sitting/resting areas have also been added throughout the store.

"We know that the first thing on our customers? holiday shopping lists is a convenient, hassle-free shopping experience," writes jcpenney spokeswoman Sarah Holland in an e-mail. "Team members throughout the store will be equipped with mobile checkout devices, giving customers a fast and easy way to complete their credit card purchases so that they can spend less time in line. As part of this service, customers also have the option of having their receipt e-mailed to them."

At Walmart, they "make the flow smoother," says one knowledgeable observer. "They staff up appropriately. There are a lot of people out in the red shirts that are big-event staffs, making sure folks are in line."

Online stores also staff up to anticipate the rush of orders. This year, for example, Amazon is hiring 50,000?seasonal?workers to help fulfill customer orders, an Amazon spokeswoman writes in an e-mail.

Of course, all that tweaking doesn't eliminate long lines and delays at the store ? or even sometimes online.

Two minutes before the doors opened on Black Friday at the Walmart store in Framingham, Mass., whoops went up from the hundreds of shoppers waiting in a line that snaked out into the parking lot.

It was that way at Walmart stores across the country.

"WalMart looking like a #Zoo! Every parking spot is full!" tweeted Atlanta resident Antonio Citty Eagle.

"You can't tell that this line wraps around four aisles for a 10:00 PM sale on televisions," tweeted Andrew Grossman of Portland, Ore.

Walmart's controversial strategy of opening at 8 p.m. on Thanksgiving Day in most of its stores around the United States seemed to be paying off. "

Hubble eyes a loose spiral galaxy

ScienceDaily (Nov. 23, 2012) ? The NASA/ESA Hubble Space Telescope has spotted the spiral galaxy ESO 499-G37, seen here against a backdrop of distant galaxies, scattered with nearby stars.

The galaxy is viewed from an angle, allowing Hubble to reveal its spiral nature clearly. The faint, loose spiral arms can be distinguished as bluish features swirling around the galaxy's nucleus. This blue tinge emanates from the hot, young stars located in the spiral arms. The arms of a spiral galaxy have large amounts of gas and dust, and are often areas where new stars are constantly forming.

The galaxy's most characteristic feature is a bright elongated nucleus. The bulging central core usually contains the highest density of stars in the galaxy, where typically a large group of comparatively cool old stars are packed in this compact, spheroidal region.

One feature common to many spiral galaxies is the presence of a bar running across the center of the galaxy. These bars are thought to act as a mechanism that channels gas from the spiral arms to the center, enhancing the star formation.

Recent studies suggest that ESO 499-G37's nucleus sits within a small bar up to a few hundreds of light-years along, about a tenth the size of a typical galactic bar. Astronomers think that such small bars could be important in the formation of galactic bulges since they might provide a mechanism for bringing material from the outer regions down to the inner ones. However, the connection between bars and bulge formation is still not clear since bars are not a universal feature in spiral galaxies.

The galaxy ESO 499-G37 lies in the southern border of the constellation of Hydra, which is shared with Antlia.

ESO 499-G37 was first observed in the late seventies within the ESO/Uppsala Survey of the ESO (B) atlas. This was a joint project undertaken by the European Southern Observatory (ESO) and the Uppsala Observatory, which used the ESO 1-metre Schmidt telescope at La Silla Observatory, Chile, to map a large portion of the southern sky looking for stars, galaxies, clusters, and planetary nebulae.

This picture was created from visible and infrared exposures taken with the Wide Field Channel of the Advanced Camera for Surveys. The field of view is approximately 3.4 arcminutes wide.

Madonna Lawsuit In Russia Dismissed: Court Throws Out Case Seeking Damages After Singer's Pro-Gay Rights Speech

ST. PETERSBURG, Russia ? A Russian court on Thursday dismissed a lawsuit that sought millions of dollars in damages from Madonna for allegedly traumatizing minors by speaking up for gay rights during a concert in St. Petersburg.

The ruling came after a one-day hearing that bordered on the farcical. During it, plaintiffs claimed that Madonna's so-called "propaganda of perversion" would negatively affect Russia's birthrate and erode the nation's defense capability by depriving the country of future soldiers. At one point, the judge threatened to expel journalists from the courtroom if they laughed too much.

In the end, the Moskovsky district court in St. Petersburg threw out the Trade Union of Russian Citizens' lawsuit and the 333 million rubles ($10.7 million) it sought from the singer for allegedly exposing youths to "homosexual propaganda."

Madonna did not attend the trial, and her publicist Liz Rosenberg said Thursday the star wouldn't comment about it.

Anti-gay sentiment is strong in Russia, particularly in St. Petersburg, where local legislators passed a law in February that made it illegal to promote homosexuality to minors. Six months later, Madonna criticized the law on Facebook, then stood up for gay rights during a concert in St. Petersburg that drew fans as young as 12.

"Who will children grow up to be if they hear about the equal rights of the lesbian lobby and manly love with traditional sexual relations?" one of the plaintiffs, Darya Dedova, testified Thursday. "The death rate prevails over the birth rate in the West; young guys are becoming gender neutral."

The plaintiffs submitted evidence about gay culture drawn from Wikipedia pages, claiming that a real encyclopedia could not have articles about homosexuality.

"We aren't against homosexual people, but we are against the propaganda of perversion among minors," Dedova told the court. "We want to defend the values of a traditional family, which are currently in crisis in this country. Madonna violated our laws and she should be punished."

Madonna, who performed in Moscow and St. Petersburg in August as part of her world tour, also angered Russian officials by supporting jailed members of the Russian punk band Pussy Riot. The American said during her Moscow concert that she would "pray for them," then turned around so the audience could see the words "Pussy Riot" written on her back. The singer also donned a ski mask similar to those worn by Pussy Riot.

Despite international outrage, three of that band's members were sentenced to two years in jail on hooliganism charges for performing a "punk prayer" at Moscow's main cathedral, during which they pleaded with the Virgin Mary to deliver Russia from President Vladimir Putin. One of the Pussy Riot members was later released from jail on appeal, but the other two were sent to prison camps to serve their sentences.

Rep. Jackson Jr. resigns, citing mental health

CHICAGO (AP) ? Rep. Jesse Jackson Jr. quietly resigned Wednesday, effectively ending a once-promising political career months after the civil rights icon's son went on a mysterious medical leave while facing separate federal investigations.

Just two weeks after voters re-elected him to a ninth full term, Jackson sent his resignation letter to House Speaker John Boehner, citing his ongoing treatment for bipolar disorder and admitting "my share of mistakes."

The House Ethics Committee is investigating his dealings with imprisoned ex-Illinois Gov. Rod Blagojevich, and for the first time Jackson publicly acknowledged reports of a new federal probe believed to be looking into his possible misuse of campaign money.

"I am aware of the ongoing federal investigation into my activities and I am doing my best to address the situation responsibly, cooperate with the investigators, and accept responsibility for my mistakes," he wrote, adding "they are my mistakes and mine alone."

Jackson, 47, disappeared in June, and it was later revealed that he was being treated at the Mayo Clinic for bipolar disorder and gastrointestinal issues. He returned to his Washington home in September but went back to the clinic the next month, with his father, the Rev. Jesse Jackson, saying his son had not yet "regained his balance."

On Wednesday night, Jackson told reporters that his son resigned because he did not believe he could continue with his political career and try to regain his health at the same time.

"He made the decision to choose his health," said Jackson.

The elder Jackson said that his son had wanted to hold a news conference to discuss his decision to step down but did not believe he could do so without "breaking down."

He also said there is no way of knowing how long it will take for his son to recover from what he characterized as an "internal unresolved challenge."

"It's not the kind of illness you can put a timetable on," Jackson said, adding that he is confident that his son "will get well in time."

Jesse Jackson Jr. first took office in 1995 after winning a special election in a largely urban and Democratic district and began his career in Washington with a star power and pedigree that set him apart from his hundreds of other House colleagues.

But despite high expectations, he largely went unnoticed as a policymaker. Instead, he gained a reputation for quixotic pursuits such as trying to impeach President George W. Bush and push through constitutional amendments that had no chance.

He attended an elite private school in Washington and earned a law degree and a master's in theology. Over the years he bragged about spending his 21st birthday in jail after being arrested in an anti-apartheid protest, co-authored books with his father and developed his own a charismatic speaking style, with near perfect diction and often punctuated by finger pointing.

Shortly after taking office, he was deemed People magazine's sexiest politician in 1997 and became one of the most outspoken and quoted liberals in the House. There was a near-Hollywood buzz over his newly svelte figure in 2005 when he quietly dropped 50 pounds, disclosing months later that he had had weight-loss surgery.

Perhaps his shining moment as a Democratic leader was in 2008, when Jackson served as the national co-chair of Barack Obama's presidential campaign. He had his sights set on U.S. senator or Chicago's mayor.

Then came Blagojevich.

Though never charged, Jackson had to repeatedly dodge allegations that he was involved in discussions about raising campaign funds for the now-imprisoned former governor in exchange for an appointment to Obama's vacated U.S. Senate seat.

Jackson ? who testified at Blagojevich's second corruption trial ? always maintained that he was innocent and that his name would be cleared. Through the proceedings it was revealed that Jackson had an extramarital affair, something his wife detailed in a front-page newspaper interview.

The congressman kept a low profile for years, avoiding interview requests and public appearances.

It wasn't until this year that glimpses of Jackson's former self emerged. He was forced to campaign seriously for the first time in years when former Rep. Debbie Halvorson put up an intense primary challenge. He easily won and gave a triumphant victory speech with his wife and children by his side.

Neither Jackson's family nor staff ever fully explained what was happening with the congressman's health or if he'd return at all. A few times, staff seemed optimistic and so did voters in his Chicago-area district where he easily won re-election to a ninth full term this month despite, despite his only communication with voters coming through a robocall in which he asked for patience.

The timing of Jackson's leave and the way it was handled invited more scrutiny. Jackson's leave was announced just after a former fundraiser connected to the Blagojevich allegations was arrested on unrelated medical fraud charges.

The resignation left the House committee's investigation in the air. Since Jackson is no longer a congressman, the panel no longer has the power to punish him but could release a final report detailing its findings. A committee spokesman did not immediately return a message on Wednesday.

Reaction to his resignation was swift.

Democratic Leader Nancy Pelosi said in a statement that she'd spoke with both Jesse Jackson Jr. and his father Wednesday afternoon and accepted the news with "great sadness."

Rep. Danny Davis, a fellow member of Congressional Black Caucus, said Jackson's senior position on the House Appropriations Committee and his leadership would be missed. But he also said the way in which Jackson was leaving tarnished his image.

"It certainly does not leave his legacy untouched in as positive light as one would have hoped and wanted," he said.

He declined to comment on the federal investigation, saying he had no details, but the issue did appear to resonate with some voters.

"It was time," said retiree Gloria Pryor, who has voted for Jackson several times. "If he's done the things he's accused of doing then he should leave and apologize to the people of this community."

The vacancy left by Jackson's departure creates a rare opportunity for someone else to represent his district, which is made up of South Side Chicago neighborhoods, several southern suburbs and some rural areas.

Even before the resignation the gambit of potential successors floated around Chicago. Prominent Chicago attorney Sam Adam Jr., a onetime attorney for Blagojevich and R&B singer R.
