Why Build New: Escape Competition - Idaho Real Estate

New Construction HomeAre you tired of fighting all the multi-offer battles to get into an existing home? ?In today?s market this is a new reality, but you don?t have to try to beat other full price offers--you can go in a different direction where you are in control. This is an especially good time for building Boise new homes rather than buying an existing home, here?s why:

Low Inventory

Not only can it be frustrating to search and search for the right existing home and not find one, it costs you time and money. ? There are usually about twice as many homes on the market, but with many homeowners under water less are able to put their home up for sale. ?This creates more competition, drives prices up, and allows for less variety and options for homebuyers in every price range. ?Say you want a house with a pool in a certain school district, likely, you could have found it a few years ago, but there either isn't one for sale or it will be very hard to get today. ?Why limit yourself, when you can get just what you are looking for in Boise new homes.

Building in Boise

When building Boise new homes was a bit more popular, price for construction and lots was more expensive. ?Today, builders are making it possible to buy a new home for close to the same price as an existing one and they take little time to construct. ?This assures that you will get the home with the price, location, features, and timing that you are looking for. ?You won?t have to be unsure when to put your home on the market or anything else about your housing situation. ?Boise new homes give you the chance to customize everything--carpet, door handles, cabinets, and more. ?Simply put, it?s impossible to find an already built home that has exactly what you want; though it?s completely believable, even expected, that you will do so in your new construction home. ?Additionally, builders specialize in constructing homes in a certain location and price range, so even lower-end buyers can find a great builder for them. ?

The median home value in Ada County began rising in 2012 and continues to climb nearly every month. ?So, this is an unprecedented time to build a home for thousands less than it could cost in a couple months or years. ?By buying Boise new homes while they still are very inexpensive, you will see your Real Estate purchase appreciate, making you money just from your good buying decision. ?Get pre-qualified for a home loan to see how much home you can buy. ?Talk to a Hughes Group Real Estate professional to learn all you need to know about new home building. ?They?re sold many Boise new homes, and know the ins and outs well enough to give you peace of mind and confidence, even if you?ve never built before. ?They will get you in touch with a suitable builder and, as your representative, they will walk you patiently and expertly through every step of the fun home building process.

As lots fill up and buying Boise new homes increases in popularity, this window of opportunity can diminish. ?Homes today are built better than ever--up to date with today?s energy and construction standards. ?2012, a year for small, but noticeable economic growth, is a wonderful time to begin building before it becomes too expensive.

Millionaire medalists: Does Olympic spirit live on?

John Makely / NBC News

As a member of the U.S. basketball team, Ray Lumpp won gold at the 1948 Olympic Games in London. Lumpp played in an era where amateurism was central to the Olympic ideal. "Even if I just wanted to play professional basketball ... just by saying I wanted to be a pro, I would have been removed," Lumpp said. "The Olympics was supposed to be for fun and games -- no compensation. I was a gold medal Olympic champion, but I owed money."

By Ian Johnston, NBC News

Updated at 10:05 a.m. ET: LONDON -- On August 14, 1948, Ray Lumpp stood in London's Wembley Stadium. As "The Star-Spangled Banner" played and "Old Glory" fluttered in the breeze, an Olympic gold medal was placed round his neck.

"To be in the Olympics was a dream come true," Lumpp, 89, told NBCNews.com from his Long Island home. "To receive a gold medal ? it still shines in my heart."?

In the aftermath of World War II, parts of London still lay in ruins, food was rationed and the ?strictly amateur? athletes were put up in basic accommodation. But ?The Austerity Games? remain a special event for people like Lumpp.

In sharp contrast to 1948, the London 2012 Olympics has a total budget in excess of $17 billion, a sum greater than the GDP of many of the 200-plus competing nations. About 9 million tickets have been sold and a global TV audience of billions is expected to watch more than 10,000 athletes compete.

Sixty-four years after competing in London, four gold-medal-winning athletes recall the excitement of the summer Olympics

Amid the glorification of multi-millionaires competing in sports including basketball, tennis and soccer, the sea of corporate sponsorship and fortress-style security -- has the Olympic spirit been forgotten? What would previous Olympians make of today?s event?

Would the Ancient Greeks --? who staged the first Olympic Games in 776 B.C. -- give their blessing or call down the wrath of Zeus? And what would the founder of the modern Games, French aristocrat Pierre de Coubertin, make of the demise of the amateur ethos?

Ray Lumpp, seen here in 1948, is due to travel to London to attend this summer's Olympics.

Lumpp played in an era where, unlike today, amateurism was central to the Olympic ideal.

?Even if I just wanted to play professional basketball, I would have been removed from the American team -- just by saying I wanted to be a pro, I would have been removed,? Lumpp told NBCNews.com. "The Olympics was supposed to be for fun and games -- no compensation."

"I was married with one child and one on the way. I was a gold medal Olympic champion, but I owed money,? he said.?"You couldn't have sponsors, you couldn't do this, you couldn't do that ... you have to live and you have to eat."

More London 2012 coverage from NBCNews.com

After Lumpp returned to the U.S., he signed a professional contract with the New York Knicks and was soon ?out of hock.?

'For the love of it'
While he said that the acceptance of professionals into the games was a good idea -- meaning countries could send their best competitors and a level playing field for all ? he added that "sometimes money is too important, you lose the ideals of the Games."

The soccer superstar tells Meredith Vieira about his long-time friendships with Princes William and Harry, and explains his fond feelings for Queen Elizabeth II.

?The Games are about taking part, peace and understanding, and competing against one another, not fighting ?? playing against each other for the love of it,? he said.

"[In 1948] we had great admiration for the British people. Whatever they had, that was it ? but whatever they had, they shared it and put on a great Games under the conditions,? he said.

Fortress London: UK protects Games with biggest security operation since WWII

Lumpp said the success of the 1948 Games ? the first since Munich 1936 in Hitler?s Germany -- had been vital.

"After that 12-year period when there were no Olympics, it was important, very important, that the next Games be a success because it would affect the future of the Games ? because people might say 'it's not worth it,' and it could fade away,? he said.

As the U.S. women's soccer team kicked off a game against France, one athlete from Greece was removed after sending what officials are calling a racist tweet. A further warning to athletes: the World Anti-Doping Agency said more than 100 athletes caught doping were sanctioned in the months leading up to the Olympics. NBC's Kevin Tibbles reports.

The gap between Games was somewhat longer when Coubertin hit upon the idea of recreating the evemt.

The Christian Roman Emperor Theodosius had decreed in 393 A.D. that ?pagan cults? such as the Olympic Games would no longer be permitted. Some 1,503 years later, the first modern event was held in Athens.

Modern Games born from war
Despite the emphasis on promoting global harmony, Coubertin?s big idea was born out of a war.

"It may be a little bit disappointing. You may think it's a product of peace,? Dikaia Chatziefstathiou, an expert on the Olympics and an academic at Canterbury Christ Church University in England, told NBCNews.com.

France had not long been defeated in the 1870-1871 war against Prussia and there was concern that the country?s youth were ?not very active,? she said. ?The French government worried that the army wasn't strong enough.?

Coubertin, an expert on education, was brought in to shake things up and, on a fact-finding mission to England, he noted the emphasis on studying Ancient Greece and Rome at the country?s private schools, and was also impressed by the emphasis on sport and ?muscular Christianity.?

This, he thought, could be the answer to France?s diminished military might.

The U.S. Olympic committee has asked the Navy SEALs to train athletes with about a dozen teams, including the women's field hockey team and swimmer Michael Phelps. Working with the elite warfare unit pushes the athletes to go beyond what they think they're capable of doing. NBC's Chris Jansing reports.

But the late 19th century was also the so-called Age of Optimism when it was hoped that the world could put an end to war, disease and other great scourges. International movements such as the Scouts, the international Esperanto language, the YMCA and others sprang up "all about making society and the world a more peaceful place,? Chatziefstathiou said.

"He [Coubertin] came to the idea that actually sport can be used to have a peaceful celebration among the nations because he saw the power of sport,? Chatziefstathiou said. "He said 'Why not use sport and education to actually unite nations around the world?'"

London's Olympic lanes befuddle motorists

The idea caught the world?s imagination, but the first Olympiad in 1896 was a very different games to 2012 or even 1948.

There were no women. ?He [Coubertin] really didn't want women to sweat. He didn't want women to have any physical exertion,? Chatziefstathiou said, explaining this in terms of the social norms of the aristocracy of the time.

For the first time ever, all 205 countries competing in the Olympic games are sending female athletes. NBC's Meredith Vieira reports and speaks with sprinter Tahmina Kohistani, the sole woman on Afghanistan's Olympic team.

Also, most of the 1896 competitors were members of the upper classes and, if the right sort of person turned up, they just might find themselves allowed to take part.

George Stuart Robertson was one such athlete. He wrote an Ancient Greek ode that was recited at the end of the 1896 games and won a bronze medal in the doubles tennis. He also took part in the discus, which was perhaps a mistake, as he is still on record as achieving the worst-ever throw of about 27-and-a-half yards.

Crowds walk around the Olympic Stadium in Athens during the 1896 Summer Games.

However -- in a sign of the Olympics? ability to break barriers -- one of the heroes of 1896 was a Greek peasant called Spyros Louis, winner of the marathon.

?He became a big symbol of the Games ? because without money, without preparation he came and ran in his traditional [Greek] clothing,? Chatziefstathiou said.

While Coubertin?subscribed to amateurism, she said she did not think he would not be appalled by the money in today?s Games. "If he saw that the movement wouldn't really survive without commercialism ? I don't think he would be against commercialism with controls,? she said.

Chatziefstathiou?s interest in the Games extends beyond the purely academic. She will be one of scores of dancers from all over the world in Friday's Opening Ceremony and was enthused by the "joy" among them at a practice held Monday.

Oscar-winning director Danny Boyle, who is directing this year's Olympic Opening Ceremony, pulls back the curtain on rehearsals to reveal to Meredith Vieira what viewers can expect, including whether Queen Elizabeth II will make a special appearance.

Even Twitter keeps Opening Ceremony (mostly) a secret

"If Coubertin came back [today], he would absolutely love the spirit of the people, and how many people of all ages, all nationalities are all there and enjoying it, and really actually believing it [the Olympic spirit],? she said.

Concerns over corruption, such as betting scandals, might be a worry, but Coubertin would be proud of how ?his baby? had grown, she said.

"He wouldn't say 'Oh my God, this is a monstrosity' because he was so keen to keep the movement going,? Chatziefstathiou said. ?I think he would be absolutely over the moon."

East London, which will host the Olympic Games, boasts a colorful history. NBC News' Jim Maceda reports.

The participation of women, however, might prove too big a step for a man of his background, she suggested. ?I don't think he would like this. He would be able to adapt to many things, but this is a spectacle I don't think he would be keen to see."

Ancient Games: Naked and men-only
Most Ancient Greeks were similarly against women at the Olympic Games, and to a much greater degree. With the exception of the priestess of Demeter, who oversaw events for religious reasons, any woman found watching the events faced being killed.

However, at least one female spectator is said to have survived the experience.

Kallipateira, the mother of a boxer, sneaked in dressed as a man to watch her son compete, Armand D?Angour, a fellow and tutor in classics at Jesus College, Oxford University, told NBCNews.com.

?Then when her son wins, she jumps up with delight and gives herself away as a woman,? he said.

Check out our?'TODAY in London' blog

Summoned by the judges, she?told them how sport was part of her and her family's life, saying ?this is who I am.? And the judges, D?Angour said, decided to let her off.

The idea of female athletes would have been shocking for most Greeks, ?apart from one city state, which was Sparta,? he said.

The Trustees of the British Museum

This marble statue of an athlete stooping to throw the discus is one of several Roman copies made of a lost bronze originally crafted in the 5th century BC by the sculptor Myron.

In Sparta, women had a degree of equality and were known to be ?very sporty.?

?Spartan women were considered to be women with six-packs ? ?strong, not necessarily beautiful, and quite scary,? D?Angour said.

However, all Ancient Greeks would have been more in tune with the today?s Olympics when it came to ideas about money.

D?Angour said athletes were sponsored by their cities and spent years in training.

?And of course if they won, they were feted, celebrated and odes were written for them ? an expensive business. They would be fed at public expense for the remainder of their lives. There was a lot of money in it,? he added.

Flame 'nothing to do with Ancient Greece'
The amateur ideal or so-called ?Corinthian spirit? was ?a bit of an invention really,? D?Angour said.

Other modern inventions include the Olympic flame ? ?that?s nothing to do with Ancient Greece, it comes from the idea of the eternal flame in Rome? ? and the Olympic rings, he said.

D?Angour, author of Ancient Greek odes to the Athens and London Olympics, said Ancient Greeks would be shocked by ?the completely irreligious? nature of the modern games.

?Zeus, the head of their gods, was very much in the center of the games,? he said. A central message was ?as great as human beings strive to be, they can never be as great as the gods.?

The Trustees of the British Museum

This large mosaic of Hercules, the legendary founder of the Olympic Games and patron of athletes, dates from the Roman period.

And they might also be disappointed that the athletes were wearing any clothes.

?They competed naked ? you?d see a lot of dangly bits. We don?t really know the origins of that. One story says a competitor in a running race tripped over something he was wearing, and after that they decided everyone should go naked,? D?Angour said.

?I think it was to do with a celebration of the body beautiful. They were keen on the beauty of the bodies, shining, oiled bodies with fantastic musculature and beautiful balance,? he said.

Get the latest results from NBCOlympics.com

But overall D?Angour said he thought that any Ancient Greeks transported to London 2012 be pleasantly surprised.

?The ambition to do well, the striving to achieve excellence in a sport ? Let?s say they got over the fact they were living in a different century, I think they would find it fairly familiar and would be excited,? he said.

/

A diverse community in East London will welcome the world to Britain for the 2012 Olympic Games. Meet residents and hear how they feel about having a huge, world stage in their backyard.

They might be a little bemused by events such as synchronized swimming, he said, but the 100 meters and the world?s fastest man, Usain Bolt, would likely be popular. But even Bolt would be measured against ancient heroes, whose true speed can only be guessed at.

?I think what they would feel is ?this chap [Bolt] is a bloody fast runner? but ? because they didn?t have records --? they would say ?Diagoras,? --? who ran in 426 BC ? ?was pretty good too, I can tell you,?? D?Angour said.

And there might be a few requests for one ancient favorite, chariot racing, to be restored.

?That would be fantastic, wouldn?t it?? D?Angour said. ?Can you imagine? It?d be like Ben Hur all over again.?

Report shows US drought rapidly intensifying

ST. LOUIS (AP) ? A new report shows the drought in the nation's midsection is rapidly intensifying and shows no signs of abating.

The U.S. Drought Monitor report released Thursday shows the range of the drought in the continental U.S. has increased only slightly in the past week.

But the severity is worsening. The report shows that the amount of U.S. land classified in extreme or exceptional drought jumped to more than 20 percent, up 7 percent from last week.

More than 63 percent of the continental U.S. is in some stage of drought, a portion unseen since the Drought Monitor started 1999.

Illinois is one of the hardest hit states. It saw its percentage of land in extreme or exceptional drought balloon from 8 percent last week to roughly 71 percent this week.

4 Ways to Create Killer Product Launches ? Make Money Online ...

Do you have the next awesome product that everyone should be buying?

If you are anything like me you are often thinking of a new killer product launch. A launch that will be so successful that you will never have to work another day in your life?don?t kid yourself! That is unlikely to happen. If it does please please please share with me your secrets. I would pay big bucks for this secret.

Product launches have become one of my main focuses as we near the end of 2012. I want to have a few successful launches to end the year with a big kick. I am fairly new to this part of my career as an Internet marketer. My main focus has been on my AWESOME niche websites that earn most of my online income. I began my?entrepreneurial life creating niche sites and article writing.?My very first niche site was purchased on eBay which began my interest in many other money making programs. I started buying into everything I could to earn a living only to find out that I was making the seller richer and I was not benefiting at all.

What kept me going was the small results from ebook sales on eBay as well as the mediocre results from my niche sites that I had purchased. I actually had no idea what I was doing. I was following a step by step guide which I happened to purchase from eBay. At that time eBay was one of the hottest places to buy and sell ebooks as well as websites. Little did I know there were better resources like WarriorForum.com and a few others to boot. The point of this story is I kept going and did not give up. I have no ounce of give up in me. I call that the easy way out. I am the type of person that if I am unable to do something I will keep trying until I master it. Don?t believe me ask my wife. I learned how to code that way. I started building websites as a result of my not a quitter attitude. It has gotten me this far so I am not giving that trait I have up.

Ok?so enough about my past marketing efforts and failures. Lets move on to the real subject of this blog post.

?

1. Past products you have purchased

We have all bought a special report or ebook that gives some sort of valuable information. The idea is to create a similar product and make it even better. Whether it is adding more value or a whole new perspective. Why not dig up some of those old ebooks that you bought or even created your self and rewrite them to make them more appealing and more of value. This is probably one of the most common ways people come up with great launches. They seen a product?there is the idea?they created their own version?there is the product?their version had more to offer?there is the value.

Keep in mind that when using this method you want to make sure that you are creating your own product not copy and pasting. It is unethical to say the least.

You can do this with services, software, etc. Get creative.

2. Your blog magically turns into an ebook

Is your blog a popular blog with lots of great tutorials or content on topics that have value to anyone reading them? If you answered yes to this question you can create an ebook with lots of your already created blog content saving you loads of time. All you have to do is make the blog articles flow. Put them together in a way that it makes sense in your new ebook. You don?t have to tell people what you did but you can. You can post this on Amazon and earn a decent profit and gain a new audience all at the same time. Sounds pretty cool?RIGHT? I think so!

3. Find a need?Create a solution

This has to be one of the most popular product creation methods out there. Most?software?sold online was created to do something or do something with ease. Lets say for example this blog. I use WordPress a free software that makes having a website or blog easier than it was 15 years ago. Themes are another great example. People with no design skill or coding knowledge can now create a professional looking website all because someone thought to create a theme that would fit right in with WordPress. Need I say anymore?

Find a need?create a solution and market that solution. You don?t have to have thousands of dollars to create a solution. It can be a simple solution but still a solution that fixes a?particular?issue. You can even use this method and method 1 together. The need was already fixed but maybe you can do it even better. Get creative and you will be surprised the outcome.

4. Graphic packs are real good sellers

Are you a creative designer and have a skill that allows you to create web art so good that it converts well when used on your own web properties? Create a graphics pack full of graphics that appeal to a large audience. I like seeing graphic packs with great call to action art. That is a big seller to me. I know a lot of my friends in the business like optin forms and squeeze pages. These are really good sellers if they are of great quality. Once again get creative and out do your competitor. I suggest checking out similar products and creating the same time of graphics with your own style and add to it. Go above and beyond.

This method could easily turn into a membership package or a service. You could offer a membership package and offer new graphics each day, week or however you want to do it. The more you offer the better your sign up numbers will be.

Bonus Content

Here are 5 ways to engage your audience and increase overall sales:

Your story?? Let your audience get to know you a little by telling them your story and why you created this product to help them. This builds rapport with them and gives them a chance to like you. Remember to keep your story on topic and more targeted toward your target audience.

Your audience?s pop point?? Tap into the emotions and what the cost is of not taking action.

Benefits?? Tell your audience how this will benefit them. Give them the key points to a solution they are looking for once again tapping into their emotions.

Testimonials?? Testimonials and success stories are sometimes all a buyer needs to make their decision on whether or not to click the shiny button that say ?BUY NOW?. A great way to get testimonials or reviews is to offer your product free to about 10 people in exchange for an honest review of the product. Due to the new FTC regulations you must have proof of your testimonials and reviews. Be sure to keep those handy if you ever need them.

Call to action?? give people reason to act right away. Mention things like this price is to only for the first [#] buyers then it jumps [this much], using your own judgment on the number you use of course. Also saying like, this deal closes in [this amount of time] etc. Get creative with your call to action. I love to use arrows pointing to my action button or form and I never use the words ?buy now? in the button. It is more along the lines of ?Gain Instant Access? or ?Download Now?.

The University of Leeds and the Chinese Academy of Sciences have teamed up to create a joint research institute to develop next generation energy storage systems.

Finding more effective and efficient ways to store energy is becoming increasingly important to deal with the problem of peak demand on electricity grids. The ability to store excess energy generated from wind or solar generation is also a pressing problem.

People use a wide variety of technologies to store energy, for example batteries, pumped hydro power plants and compressed air energy storage systems. But these all have several drawbacks. Batteries often are expensive and have a short life-span. Pumped storage plants, such as Dinorwic in North Wales, UK, pump water uphill into a reservoir or lake. They later release the water downhill to drive turbines when electricity demand is high. But these systems are very expensive and require special geological sites, as do compressed air systems.

The new institute will focus on thermal and mechanical based energy storage technologies which promise to overcome many of these problems. Thermal energy accounts for about 90% global spending on energy; it makes sense to find ways to store energy in the same form as which you want to use it. Nearly 50 researchers will work on research projects with an overall budget of 4 million. The projects will develop and test new materials and processes for energy storage and explore methods for transferring and using energy more efficiently in both domestic setting and industry.

The joint research institute is a collaboration between the Institute of Particle Science & Engineering at the University of Leeds and the Institute of Process Engineering (IPE) of the Chinese Academy of Sciences (CAS). The two partners have worked together on projects for many years (see Energy storage system deals with sudden draws on the grid), but this is the first time they have agreed to coordinate and combine their resources.

Leeds has expert researchers in nanostructured energy storage materials, thermal and mechanical based energy storage technologies, and heat transfer fluids. IPE will make it easier to get new commercial solutions to market with its experience in integrating energy storage technologies with renewables and industrial processes, and its knowledge on how to scale-up processes and pilot prototype systems.

Speaking at the formal opening of the Institute in Beijing, on 25 July 2012, Professor Andrew Bell from the University of Leeds, said: "Over the years we have developed highly successful collaborations with our colleagues at the Chinese Academy of Sciences. The University of Leeds is delighted to combine our areas of research expertise through this joint institute which will create a highly competitive platform for effective and substantial collaborations in advanced energy storage science and engineering."

According to University of Leeds' Professor Yulong Ding, the first director of the joint research institute, the initiative will help researchers to access funding opportunities in China, the UK, EU and other international sources.

"This is an exciting and long-term opportunity which will help to secure our research into novel energy storage technologies over both the medium and long term. We aim to recruit high quality postgraduate students, produce joint publications and joint intellectual property and drive knowledge transfer. We have already demonstrated that a collaborating platform is crucial to attract funding from UK, Chinese and multi-national companies and, once funding is obtained, to run the projects subsequently in an easier and effective manner," he said.

"The joint research combines the strengths of the two technically complementary organisations, which will promote the fast transfer of knowledge in the energy storage area and drive new technologies out of the lab and into the market," said Professor Suojiang Zhang, Director of Institute of Process Engineering, Chinese Academy of Sciences.

One of the first activities of the joint institute will be to set up a scheme which will allow PhD students in the Institute to move between Leeds and Beijing. This exchange programme will allow the students to spend time in the different labs to progress their research and benefit from the expertise and facilities of the two partner organisations.

The joint research institute has some over 45 researchers working on over 20 projects funded by the UK's Engineering and Physical Sciences Research Council, the Chinese Academy of Sciences, China Natural Science Foundation, the Chinese Ministry of Science & Technology, Highview Power Storage Ltd (UK), BaoSteel (China) and AnSteel (China).

(AP) ? Senate leaders have reversed course and decided to stage showdown votes on rival Democratic and Republican plans for extending broad tax cuts next year that will otherwise expire in January.

The Senate planned to hold back to back roll calls later Wednesday, with each bill requiring just a simple majority for passage. Until now, the Senate had planned to vote only on the Democratic bill under rules requiring 60 votes for it to prevail ? a number Democrats would not be able to reach.

There are 51 Democrats and two independents who usually support them. A defeat of the Democratic bill would be an embarrassment to party leaders.

There are 47 Republicans in the Senate, and their measure seems certain to fail.

Securing adequate funding for the Dallas colleges is often a ghd straighener trouble knowledgeable by numerous college districts inside the U.s.. Most funding has become plan certain, with federal government controlling its use and normally benefiting only a part with the Dallas colleges students. State funding has been scarce, necessitating Dallas schools to rely upon local residence and school taxes to cover the general requirements from the schools. Moreover, federal government oversight generates much more administrative requirements. This indicates that quite a few from the precious bucks the Dallas colleges receive via government funding has to be invested on administrative fees, as an alternative to directly to advantage the students.

Lately, the Texas legislature handed new legislation for tax and college finance reform. Many are touting the regulation as particularly great for Dallas colleges. The law consists of tax cuts to organizations, house tax cuts, powerful taxpayer protections, and college funding and accountability improvements.

Right here is how the new ghd straighener laws impacts the Dallas schools.

School Property Tax Control. Formerly, the Dallas colleges, together with other schools in Texas, could increase the school house tax rate by 6 cents for every $ 100 of property every single calendar year - devoid of voter approval. With the new legislation, any increase of the college residence tax price of far more than four cents should have nearby voter approval. Additionally, the maximum college house tax was $ 1.50 for each $ 100 of residence. The brand new legislation will decrease that optimum to $ 1.00 for each $ 100 of home over the subsequent two years.

Far more Accountability and Transparency. The new legislation not only needs even more bureaucracy for your Dallas schools, but they're necessary to create it out there on the internet. The Dallas schools will now be needed to location thorough local school ghd straighener investing data on the net site for any one to evaluation. This new degree of heavy oversight provides ammunition to any person who wishes to get their name inside the paper via official complaint towards the legislators or even bogus court action. Some question whether or not this could lead to extra fees towards the Dallas schools to defend necessary expenditures that benefit Dallas colleges college students, either directly or indirectly.

Teacher Compensation. Around the upside, the brand new laws includes a $ 2,000 instructor pay elevate, sorely needed by Dallas schools instructors. A $ 250 million state teacher performance spend strategy is also incorporated inside the law, of which Dallas colleges will receive its part. The efficiency program is usually to encourage training innovation and excellence.

Overall, the brand new legislation puts $ 1.7 billion bucks of new capital into schools across the state, drastically ghd straighener escalating the state's talk about of community school funding. Although this new legislation does take a load off the Dallas schools home taxpayers by offering additional condition funding for general college expenditures, it does lower the neighborhood bucks that don't have the hefty price tag tag of red tape administration, as well as decreasing the Dallas colleges capacity to raise cash locally.

UN envoy presses Syrian peace plan with Iran, Iraq

BAGHDAD (AP) ? The U.N.'s special envoy on the Syrian crisis sought to build support for his peace efforts Tuesday with the leaders of Iran and Iraq, saying President Bashar Assad has agreed to a plan to quell the bloodshed in the most violent areas of Syria and then expand the operation to the whole country.

Top diplomat Kofi Annan said at a news conference in Iran that the plan still must be presented to the Syrian opposition. But he said his talks with Assad a day earlier focused on a new approach to ending the violence, which activists say has killed more than 17,000 people since March 2011.

"(Assad) made a suggestion of building an approach from the ground up in some of the districts where we have extreme violence ? to try and contain the violence in those districts and, step by step, build up and end the violence across the country," Annan told reporters in Tehran, his first step on a tour of Syria's allies. He did not elaborate on the plan.

Annan later visited Iraq and met Prime Minister Nouri al-Maliki to discuss ways to end the fighting.

"I think we've all watched the tragic situation in Syria, the killings, the suffering of the people," Annan said in Baghdad. "And everyone I've spoken to shares the concerns and the needs for us to stop the killing."

The conflict in Syria has defied every international attempt to bring peace, and there was no sign that the plan Annan described Tuesday will be a breakthrough. Although the Assad government's crackdown has turned the Syrian president into an international pariah, he still has the support of strong allies such as Russia, Iran and China.

There is little support for military intervention of the type that helped bring down Libya's Moammar Gadhafi, and several rounds of sanctions and other attempts to isolate Assad have done little to stop the bloodshed.

Still, Annan's latest efforts to reach out to Syrian allies suggest he sees them as integral to solving the crisis.

Annan was scheduled to brief a closed meeting of the U.N. Security Council by videoconference from Geneva on Wednesday on his meeting with Assad and visits to Iran and Iraq.

The council must decide in the coming days whether to extend the mandate of the U.N. observer force in Syria, which expires on July 20.

Since Assad took power following the death of his father, Hafez, in 2000, he has deepened cultural, political and economic ties with Iran, making it Syria's strongest regional ally. Tehran, in turn, has boosted Assad's military, providing it with advanced communications technology and weapons.

All of this makes Iran unlikely to support change in Syria.

On Tuesday, Annan said Tehran has offered its support to end the conflict and must be "part of the solution."

"My presence here proves that I believe Iran can play a positive role and should therefore be a part of the solution in the Syrian crisis," Annan told reporters in Tehran after meeting with Iranian Foreign Minister Ali Akbar Salehi.

Annan said he has "received encouragement and cooperation" from the Iranian government but did not elaborate. Salehi also did not spell out what Tehran was willing to do to help tame the violence.

Annan's gestures to Iran in particular appear to oppose the approach of Washington, which has rejected Iran's participation in helping solve the crisis.

State Department spokesman Patrick Ventrell said the U.S. doubts Iran will be able to play a constructive role.

"If the Iranian regime wants to stop giving direct material support to the Syrian killing machine ... we would welcome that. We're not at that point yet," he said Monday.

Some have said Annan's tour of Syria's allies smacked of betrayal.

Rajeh Khoury, a columnist in Lebanon's leading An-Nahar newspaper, wrote that Annan's actions "give the Syrian regime more time to accomplish the impossible task of crushing the uprising militarily."

"His insistence on making Iran part of the solution at a time the opposition sees Iran as part of the problem is extremely dangerous," Khoury said.

The conflict in Syria is complicated by sectarian tensions. Sunnis make up most of Syria's 22 million people, as well as the backbone of the opposition. But Assad and the ruling elite belong to the tiny Alawite sect, an offshoot of Shiite Islam.

Iraq's prime minister is a Shiite, and Iran is a Shiite powerhouse in the region.

The six-point peace plan Annan brokered earlier this year has failed to gain traction on the ground in Syria.

Government forces and rebels have widely disregarded a cease-fire that was to begin in April, and spreading violence has kept nearly 300 U.N. observers monitoring the truce stuck in their hotels in Syria.

Annan stressed the urgency of finding a solution to the crisis.

"If we don't make a real effort to resolve this issue peacefully and it were to get out of hand and spread in the region, it can lead to consequences that none of us could imagine," he said.

Salehi said Tehran backs the rights of the Syrian people but opposes military intervention. He also blamed the conflict's increasingly chaotic violence on the meddling of foreign powers.

"Unfortunately, the unwise interference of others has caused the situation in Syria to remain critical," he said. "The worsening of the situation should not happen. It would not benefit anyone in the region."

In other diplomatic efforts, an announcement posted on the Facebook page of the opposition Syrian National Council said a high-level delegation from the group, led by its head, Abdelbaset Sieda, was traveling to Moscow to discuss the situation in Syria with Russian officials. It gave no further details.

The International Committee of the Red Cross said one of its Syrian staff was shot and killed Tuesday while riding in a clearly marked ambulance in eastern Syria. It did not say who shot him.

The group said it was second time in a month that one of its workers had been killed and called on all sides to protect medics.

The Syrian conflict also has spilled outside the border several times. On Tuesday, the Lebanese army said shells were fired into Lebanon from Syria during an overnight exchange of fire along the countries' frontier.

The Red Cross and Lebanon's national news agency said a Lebanese and two Syrians died ? one from a heart attack and two others when their motorcycle hit a car in the Wadi Khaled area, where the clashes took place.

The Lebanese government decided at a Cabinet meeting Monday night to boost the army's presence along the volatile border, where shells fired from Syria have killed and wounded several Lebanese in the past few weeks.

Syria says the frontier is being used for smuggling weapons to rebels.

Also Tuesday, Jordan opened a new refugee camp near the border with Syria to handle the growing number of people fleeing the deadly violence.

The U.N. refugee agency had appealed to Jordan to accommodate the increased flow across the frontier, but the government in Amman has been reluctant to set up refugee camps, possibly to avoid angering Assad's regime.

The new camp in the northern border town of Ramtha had to be set up because Syrian refugees could no longer be absorbed into border communities, said Jordanian Information Minister Sameeh Maaytah.

Since the uprising began, Jordan has sheltered 140,000 Syrian refugees. Lebanon hosts about 30,000 Syrians and Turkey has taken in tens of thousands of others.
