The nation?s largest non-union teacher association on Thursday attacked a new bill in the Tennessee legislature for a provision that would prohibit the state?s charter schools from hiring too many legal immigrants, in what at least one conservative group apparently views as part of its ongoing crusade against Muslims.

The bill, due to be voted on next week, is known as the Putting Tennessee First Act. It requires that all charter schools in the state disclose all sources of private and foreign funding, and specifies that the state may not approve schools that are staffed in excess of 3.5 percent by immigrant workers on H1B or J1 visa programs.

Speaking to Raw Story on Thursday, Gary Beckner, executive director of the Association of American Educators, lashed out at the bill as unnecessary and counterproductive, insisting that lawmakers focus on educational innovation over restrictions targeting immigrants.

?Any proposal to limit foreign-born workers is counterproductive to the mission of charters as a whole,? he said. ?Not only would this provision limit the field in terms of staffing but the reporting requirements of this bill are an unnecessary burden. We are at a crossroads in American education. We must focus our efforts on clearing the path for innovation and creating a system that works for students and teachers alike.?

Similarly, the largest non-union teachers group in the state, the Professional Educators of Tennessee, also criticized the bill?s limits on immigrants.

?I don?t know how you measure that,? Dr. J.C. Bowman, the group?s executive director, told Raw Story. ?That may be difficult, particularly if you?re talking about schools in Hispanic communities. And you might even run into schools where teachers are coming from other places like China or Germany. German influence in east Tennessee is expanding as well? If they create a German language [charter] school, that may be a difficult issue to address. I wouldn?t personally affix a percentage to [the bill].?

He added that other measures in the bill, like requiring schools to disclose all private contributions, foreign and domestic, is a positive proposal, but he lamented that the bill unfortunately seems to be ?targeting particularly schools for Muslims or other Middle Easterners.?

The bill is being promoted by The Tennessee Eagle Forum, a conservative group that bills itself as a ?pro-family? leader. The group has in recent years crusaded against American Muslims in public life, and lobbied in 2011 for a bill that initially sought to label all followers of Islam as ?terrorists.?

That bill, called the Material Support to Designated Entities Act, would have classified followers of Islam as ?terrorists? because some Muslims adhere to Sharia law, a system of religious edicts that, among other things, asks Muslims to commit to regular prayers, certain dietary habits and other religious practices.

Under fire from religious and civil liberties groups, lawmakers ultimately removed the most controversial controversial religious content from the bill. It passed in May of last year.

?It makes you wonder if there?s something in the water in Tennessee, with all that?s going on down there,? Ibrahim Hooper, communications director of the Council on American-Islamic Relations, told Raw Story. ?The original anti-Sharia bill would have made it illegal to be a Muslim in Tennessee. Thank God that was ultimately changed.?

Hooper also said that he believes the Putting Tennessee First Act ?obviously targets Muslim charter schools, which I might add, do not even exist in Tennessee.?

The Material Support bill?s sponsors ? Rep. Judd Matheny (R) and Sen. Bill Ketron (R) ? are also behind the Putting Tennessee First Act, which similarly makes no reference to any religion but seemingly accomplishes the aim of keeping foreigners away from Tennessee children.

The Tennessee Eagle Forum, Rep. Matheny and Sen. Ketron did not respond to multiple requests for comment.

O yes! Heejun, 'Idols' bring judges to their feet

After a tough performance last week, Heejun Han received a standing ovation for his act Wednesday.

?You have to give this much to the nine remaining finalists on ?American Idol? ? they aren?t making it easy to vote them off. Singing songs from their own personal idols seemed to inspire everyone to greater heights this week.

Granted, that?s partially because the judges were in an especially generous mood on Wednesday night, giving no fewer than five standing ovations on the night. None, however, was more surprising than the first.

Heejun Han had been getting increasing criticism for the perception that he wasn?t taking the competition seriously. After being in the bottom two a week ago, he played it straight and sang Donny Hathway's ?A Song For You? well enough that he even won over Steve Tyler. No small feat, considering last week the judge looked like he was ready to leap up and wipe that smirk of Han?s face himself, old school.

?He-Man, you did it. You did it, man. You turned it around,? Steven said. ?When you have a voice as good as yours?... you make it come alive.?

Very surprising. And very well-timed. Another joking performance and he?d have been the obvious choice to go home, but now it?s anyone?s guess who the unlucky singer will be.

Making it especially interesting was that two other singers who have been in trouble this season --?DeAndre Brackensick and Elise Testone --?likewise won high praise. The judges love themselves that Brackensick falsetto, and he got every opportunity to use it while singing Eric Benet?s ?Sometimes I Cry.? Then again, the judges have always loved Brackensick, and the voters have typically shrugged and said, ?Not so much.?

Testone closed the show, and did so with an energetic cover of Led Zeppelin?s ?Whole Lotta Love.? People who love Testone really, really love her. Trust us ??we see all of the tweets. But it also bears repeating that she?s already been in danger a couple of times and a singer like her has never won ?Idol,? or even come close to doing so.

The other two honored with the standing ovations were Joshua Ledet and Phillip Phillips. Phillips was a little surprising in that he sounded pretty much like he sounds every week. Not that that?s bad. He?s always going to sound good doing a Jonny Lang number. It wasn?t anything different from what we?ve already heard.

Ledet covered the Mariah Carey version of ?Without You? and?... well, the judges liked it more than?we did. He didn?t oversing, and Randy Jackson always appreciates any opportunity to remind everyone that he knows Mariah Carey and has her cellphone number, but it was a big song that he didn?t quite pull off. Unless you?re listening with J.Lo?s ears. She called him ?an absolute angel from Heaven.?

Jessica Sanchez and Skylar Laine did not get the standing ovations, but deserved them. Sanchez has already shown she can belt out the high notes, and showed Wednesday that she could give an understated performance as well with a slowed down version of Beyonce-as-Sasha-Fierce?s ?Sweet Dreams.? Laine sang Miranda Lambert?s ?Gunpowder and Lead,? and is a good bet to stay around as long as people continue to like country rock. Though really?... Miranda Lambert is Laine?s idol? She's the one? Doesn't that seem hard to believe?

That leaves Colton Dixon and Hollie Cavanagh. Dixon makes no secret of the role his faith plays in his life, and he picked Lifehouse?s ?Everything? because it?s his favorite worship song. He did it well, but we?ll see how the voters respond. Cavanagh went with ex-"Idol" Carrie Underwood?s ?Jesus Take the Wheel? and did fine, but was the worst of the remaining women and at some point, the judges are going to have to demand more from her than they have thus far.

The finalists also took the stage a second time as three trios singling medleys. The less said about that, the better. If we?re going to talk about time-wasting filler, how about the pictures of a young Jimmy Iovine rocking out with guest mentor Stevie Nicks three decades ago? Believe it or not, at one point in his life, Iovine had long hair! Also,?we can?t believe for a minute that people have asked Jason Derulo if that giant neck brace is an accessory. Even Tommy Hilfiger wouldn?t have suggested that look for a singer.

At the end, no judge was willing to cite either favorites or those in trouble. ?I think tonight was a magical mystery tour of over-the-top talent and emotion,? Steven said.

That?s going to make for a very interesting results show. With everyone doing well, will the same singers who were in trouble a week ago be back on the bottom again? That would be bad news for Han and Brackensick, as well as Testone since she?s been among the lowest vote-getters before. It could also be bad for Dixon, who sang first, or for Cavanagh. We?ll find out Thursday which of the singers who moved the judges so much didn?t inspire the viewers to get out of their seats to vote.

EXETER, Calif. (AP) ? On his second trip through high school, former C-student Alex Salinas got a lot of A's.

He was 22, however, and an undercover narcotics officer going by the name Johnny Ramirez. When his first semester progress report showed a 3.25 average, the baby-faced police rookie made a mental note: Stop turning in homework assignments.

Eight months later, the ruse was up, and Exeter, a bucolic citrus-growing community in California's Central Valley, was turned on its ear after a school-day police sweep ended with a dozen Exeter High students in custody on drug charges.

Some people wondered how the deception by Salinas could have gone on for so long in the small town of just 10,000 people. Others lamented that the problems of the big city had come to the quaint community of antique shops and historic murals set amid a stunning backdrop of the snow-capped Sierra Nevada.

"It's amazing we were able to keep a secret in this little town for that long," said Police Chief Cliff Bush, who had been searching for years for just the right officer to pull off the undercover ploy. "People in little towns tend to know everything about everybody."

Leading the campus sweep this month was the tall, lanky Salinas, dressed in the crisp black uniform and combat boots of the Exeter Police Department instead of the T-shirts and sneakers he had worn as Johnny Ramirez.

Still, there was no mistaking the boyish face and the wide smile gleaming with braces.

"A lot of jaws dropped when they saw me," Salinas said. "They knew me as that kid at school that they hung around with, and then the next thing they're in handcuffs and I'm in a uniform."

The sting got more attention from the media than a drug bust of 12 students normally would because of something the chief now laments: It happened the same week as the debut of the Hollywood comedy "21 Jump Street," which features ? you got it ? undercover cops fighting crime at a high school.

Chief Bush insisted it was not a case of life imitating art.

"A day or two later I became aware of the movie," Bush said. "The last thing I would do is check movie premieres. This just happened to coincide with the movie's release."

There had been no major complaints about drug dealing at the 1,000-student school that sits within sight of the police station, but Bush said he had been thinking for years about doing an undercover sting to send a message.

One day last summer, he ran into Salinas, who was weeks away from graduating from the police academy. Salinas had ridden along with Bush years earlier when the chief was still a patrolman.

Bush eventually approached Salinas with the plan. With it came a full-time job on the city's 17-member Police Department ? an offer Salinas wouldn't refuse.

As Johnny Ramirez, Salinas attended Monarch football games and pep rallies. He purposely landed himself in detention so he could meet people outside of the four classes he attended before reporting each afternoon to the county drug task force headquarters for briefings and homework assignments. He made a Facebook page and forged friendships, which made the deception hard for him to bear.

"There were a few students I got to know who are good kids, and I did feel kind of bad for being their friend and then being something different," he said.

Only the principal, vice principal and Johnny's guidance counselor knew about the operation, school Superintendent Renee Whitson said.

"Even I didn't know the name he'd go by," she said.

Still, a moment of panic erupted on the first day of school last fall when a teacher pointed to the new kid and joked, "We've got a new narc on campus. They tell me he's wearing a green shirt." Johnny Ramirez's shirt was green.

Eventually students sold the new kid marijuana and cocaine, the prescription painkiller hydrocodone and the muscle relaxant Soma.

"There was certainly no celebration on the day of conclusion. It was a very sad day," Whitson said. "These are our students. We hope this is the necessary wakeup call to make this positive for their lives."

As the school year winds down, the arrested students are in the midst of review board hearings. Only three are older than 18, and one student's parents were also arrested for investigation of methamphetamine possession.

In the end, large quantities of drugs were not confiscated and none of the arrests involved trafficking significant quantities, though many purchases were for amounts that exceeded "personal use," Salinas said.

Yes, Chief Bush said. But he is almost embarrassed that the undercover operation has garnered so much publicity, mostly because of his own bad timing regarding the release of "21 Jump Street."

"This is what I was trying to avoid, that we busted the local Scarface at the high school," Bush said, making reference to another Hollywood movie, this one about a drug kingpin. "Turns out they were just tiny amounts, but if you've got just one kid dealing drugs at school, that's too many."

The chief hopes the arrests have a lasting impact on all students, though he does realize he might have created a problem of another kind in Exeter.

"I'd hate to be the new kid at school next year," he said. "They won't make very many friends."

NORFOLK, Va. (AP) ? Milky white chemical clouds were briefly visible in much of the night sky along the Eastern seaboard on Tuesday after NASA launched a series of rockets to study the jet stream at the edge of the earth's atmosphere.

The five sounding rockets began blasting off just before 5 a.m. from NASA's Wallops Island facility on the Eastern Shore of Virginia. Each of the rockets was fired about 80 seconds apart and released a chemical cloud so that scientists could 'see' little-understood winds about 65 miles above the earth's surface. Firing multiple rockets allows scientists to track the high-speed winds over hundreds of miles.

NASA said it received reports that the chemical clouds were visible as far south as Wilmington, N.C.; west to Charleston, W.Va.; and north to Buffalo, N.Y. The clouds were also visible above major metropolitan areas like Washington and New York.

The winds NASA is studying travel at speeds of up to 300 miles per hour in an area of the atmosphere where there are strong electrical currents.

Data gathered from the experiment should allow scientists to better model the electromagnetic regions of space that can damage satellites and affect radio communications.

Scientists also hope the experiment will help explain how atmospheric disturbances in one part of the globe can be transported to other parts of the globe in a day or two.

NASA had been trying to launch the rockets since March 14, but had a series of delays due to bad weather. NASA needed skies to be clear in Virginia as well as coastal North Carolina and New Jersey, where the space agency had cameras set up to capture images of the clouds.

The huge changes in the Earth's crust that influenced human evolution are being redefined, according to research published today in Nature Geoscience.

The Great Rift Valley of East Africa ? the birthplace of the human species ? may have taken much longer to develop than previously believed.

""We now believe that the western portion of the rift formed about 25 million years ago, and is approximately as old as the eastern part, instead of much younger as other studies have maintained," said Michael Gottfried, Michigan State University associate professor of geological sciences. "The significance is that the Rift Valley is the setting for the most crucial steps in primate and ultimately human evolution, and our study has major implications for the environmental and landscape changes that form the backdrop for that evolutionary story."

Gottfried worked with an international team led by Eric Roberts at Australia's James Cook University who added that the findings have important implications for understanding climate change models, animal evolution and the development of Africa's unique landscape.

The Rukwa Rift (a segment of the western branch) is an example of a divergent plate boundary, where the Earth's tectonic forces are pulling plates apart and creating new continental crust. The East African Rift system is composed of two main segments: the eastern branch that passes through Ethiopia and Kenya, and a western branch that forms a giant arc from Uganda to Malawi, interconnecting the famous rift lakes of eastern Africa.

Traditionally, the eastern branch is considered much older, having developed 15 to 25 million years earlier than the western branch.

This study provides new evidence that the two rift segments developed at about the same time, nearly doubling the initiation age of the western branch and the timing of uplift in this region of East Africa.

"A key piece of evidence in this study is the discovery of approximately 25 million-year-old lake and river deposits in the Rukwa Rift that preserve abundant volcanic ash and vertebrate fossils," Roberts said.

These deposits include some of the earliest anthropoid primates yet found in the rift, added Nancy Stevens of Ohio University.

The findings imply that around 25 to 30 million years ago, the broad uplift of East Africa occurred and re-arranged the flow of large rivers such as the Congo and the Nile to create the distinct landscapes and climates that mark Africa today.

HBT: Carptenter diagnosed with nerve irritation

Chris Carpenter left Cardinals camp earlier this week with what was described as a neck injury, but after several days of testing by specialists he?s been diagnosed with nerve irritation in his shoulder.

Derrick Goold of the St. Louis Post Dispatch reports that Carpenter is ?out indefinitely? with an injury similar to one he had in 2008 and ?is going to have to recover then re-strengthen his shoulder? before rejoining the rotation.

In other words, it?s going to be a while.

Carpenter had already been scratched from his Opening Day assignment, with Kyle Lohse taking his place, and Lance Lynn will step into his rotation spot for however long is needed.

As part of a two-year contract signed in September the 36-year-old Carpenter is owed $21 million and for the second straight year the Cardinals must now replace their No. 1 starter before the season begins, although at least Adam Wainwright looks healthy again after missing all of 2011.

Final in a series of three paintings.

The faces and forms of the people in his paintings look as though the individuals brushed into living color could step right off the canvas and into conversation.

They look, in a word, real. And that?s exactly how artist Lennie Muscarella of Victor wants it to be.

?If you were right next to it, it looks like a hodgepodge, but step back 10 feet and you?ve got a photograph,? he said, explaining that a number of contemporary painters in the same Realist style he aspires to are currently striving to master that technique.

Muscarella had lots of time to become intimately acquainted with the human face and figure. After studying biology at St. Bonaventure University, and a brief stint in the U.S. Navy, he entered dental school at the State University of New York at Buffalo.

Though he had given up art school to pursue a ?day job? that could support a family, Muscarella found himself rewarded, he said, because dental school turned out to be ?a very sophisticated art school.?

?They taught you how to paint porcelain and you have to know your colors inside out to match anteriors [teeth], and they hone your sculpting skills down to a tenth of a millimeter and bless them, they give you the privilege?not the right, but the privilege?to dissect the human body twice,? he said. ?As a figure painter, you can?t get any better than that.?

While he may be ?Dr. Muscarella? by day, in his free time he is simply ?lennie? the artist, and yes, he spells it lowercase, because painting such a long name with a brush involves more work. ?It?s much easier, if [I] use the one name,? he said.

In Muscarella?s mind, dental school was also a saving grace because had he instead entered art school in 1977, he would have confronted what he considers ?a horrible year, the post-modern movement, [which] we?ve suffered from the last 40 years. They threw away all the technique and all the skill level is gone.

?I?m so sick and tired of people signing toasters or toilets and calling it art. It?s the king and his clothes, and people have got to be told the king is naked,? he said. ?America?s got a wonderful crop of world-class figure painters on the East Coast right now making a comeback?they?ve held the fort up quite well.?

Muscarella will also show some of his drawings and sculptures at the Keuka exhibit, which continues through April 13. While he enjoys both sculpting and oil painting, casting sculptures is more expensive, so he tends to lean toward toward painting, he said.

?Painting is like playing the violin and sculpture is like playing the drums ? it?s more physical. There?s a hammer involved, welders,?tables with clamps on them. It?s very satisfying in its own way. I like both. But [sculpture?s] a lot messier.?

"The Huddle"

Muscarella will meet the public Thursday, March 22 during an artist?s reception, 4:15 ? 6 p.m. in Keuka College?s Lightner Gallery, where light refreshments will be served. Prior to the reception, Muscarella will give a demonstration of his oil painting technique, known as the old master?s method, to Keuka drawing and painting students taught by Melissa Newcomb, assistant professor of art. And while it would be impossible to finish a work that typically takes 60 to 90 hours in an hour-and-a-half, Muscarella plans on giving them a significant taste in the science of it.

To that end, he will dissect one of his portraits in progress, creating a four-part cross-section on linen canvas where one quarter of the portrait is simply his drawing, and the next is coated with a sepia-tone wash of diluted oil paints. The final two quarters are in stages he calls ?underpainting? and ?almost done.? During the demonstration, Muscarella will take each cross-section to the next stage of completion. The canvas-in-progress will be put on display during the reception.

?It?s the process of making art, the doing that?s important,? Muscarella said. ?Once one [work] is done, it?s time to move on to the next, like a rainbow in the next field. You never quite get there, and you?re always chasing it.?
